The catalogue is organisation-wide: department mappings are reference information and never restrict who may pick an item. Item codes are permanent — a wrong code is a new item plus a deactivation, never an edit. Blank codes and “Not recorded” review states are legacy rows awaiting the 465-item catalogue load.
