How this works
A payment spends against a budget line. A virement moves the line itself — it changes the ceiling that every later check measures against. It is reviewed and applied by Finance; nothing moves when you submit.
- Within one department only. Both lines must belong to your department. A transfer to another department takes money out of one manager's control and into another's, and is refused.
- The source is debited first. If anything fails mid-way, budget is briefly missing rather than existing twice — spending is blocked, never over-permitted.
- Balances are read at approval time, from the budget lines. The figures the form shows you are for orientation. What is checked is the real balance at the moment Finance approves, which payments may have moved since.
- The two lines must share a fiscal year and a currency. A virement reallocates; it does not convert.
- Every outcome is recorded — applied, refused, or partially applied — in the Budget Virement Log, with the reason.
Raise a virement request
Choose a line below to set the source (money out), then choose another for the destination (money in). Choosing a line again clears it.

The form below fills in as you choose — including the transfer amount, and the reference number, which the system assigns. Your request still goes to Finance for approval, and the budget lines are only changed after that — using the balances as they stand then, not the ones shown here.
Budget lines you can see
Indicative only, for choosing the two lines — not the figures the transfer is checked against. Both lines must be in the same department. Why this list may show more than yours
Scope is applied by the server from your own permissions, so this list may span more than your department if you also hold a Finance role. A virement itself is still refused unless both lines share the SAME department AND the same currency — both are shown below so a transfer is not typed out only to be turned away. Filtering here is a convenience for finding a line; it is never the control. The refusal happens on the server whatever this page shows.
